To fulfill the mitzvah of mishloach manot the recipient must be considered an adult. An adult by Jewish Law is a male over the age of thirteen and a female over the age of of twelve. Similarly, children under the age of bar/bat mitzvah, are not obligated to give mishloach manot. The custom in most communities is for children to give their own mishloach manot to their friends to increase the Purim spirit.
